Urbanisation and industrialisation went along with rapid economic growth. This economic growth was underpinned by the creation of a labour force in the form of a proletariat, unfettered by links to land or craft and dependent on wage labour for meeting essential living costs.

Operating at much lower densities than 19th century urban development, these residential, industrial and associated commercial areas spread over large parts of rural England, encouraged by the developments in energy supply and transport technology. The housebuilding boom was just beginning to lift Britain out of recession when rearmament propelled society once more into a wartime economy. This was a very different experience to that of the First World War, though. Whereas the war of 1914-18 had been supplied by entrepreneurs operating in a relatively free market, the war of 193945 was public sector directed.

Transport plans were formally considered part of the development plan under the 1968 Town and Country Planning Act (see above). The intention of the 1968 Act was to strengthen the transport role of local government and grants were provided to support this: capital grants for public transport infrastructure, a bus grant and fuel subsidies for rural areas.
